Scope

The Property Manager is responsible for operational and financial aspects of properties, facilities, and other assets relating to lands and land matters on behalf of the Synod of the Presbyterian Church in Trinidad and Tobago, with guidance and oversight by the Moderator and General Secretary.

The Property Manager is accountable to the Synod/Synodical Council.

RESPONSIBILITIES

  1. Identify all lands, facilities and assets that are the property of the Presbyterian Church of Trinidad and Tobago, wherever they are situated.
  2. Ensure the records of all properties, facilities and assets are kept up to date and properly secured.
  3. Ensuring the property of the PCTT, is properly vested/documented/secured with the requisite state agencies Ensure all property rates, taxes, and statutory requirements are up-to-date and regularised.
  4. Oversee the surveying of properties as well as title searches and approvals as may be necessary.
  5. Ensure that industry best practices or the relevant requirements by the authorities for development/ maintenance, and repairs of all properties are upheld.
  6. Identify property unlawfully occupied or occupied without consent and bring to the attention of Synod/Synodical Council for remedial action with recommendations.
  7. Visit and inspect properties to ensure they are free from encroachment, squatters, dumping of rubbish, etc. on a regular basis and immediately respond to reports of such infringements.
  8. Liaise with the Regional Development Committee in each Pastoral Region or Session as may be appropriate. Reports must be sent to the Synod/Synodical Council.
  9. Liaison/representative of the PCTT with government departments on matters relating to the properties of the PCTT.
  10. Establish an inventory of all furniture and fixtures in manses and other buildings belonging to the PCTT before and after occupancy in collaboration with the tenants.
  11. Provision of information to stakcholders when required;
  12. Co-ordinating legal interventions and strategies pertaining to properties.
  13. The Property Manager shall be based at the Synod Office and shall log their hours and tasks performed outside of the office with the General Secretary.
  14. Develop a budget for property development, securing and preparing lands and/for construction of buildings where necessary.
  15. Ensure the fencing, maintenance, and signage of ALL properties
  16. Digitizing of ALL property information (maps and documents) to the PCTT server; and developing a more efficient filing and document storage system based on best practice for Property Development and Management.
  17. Review of valuation of ALL properties and making recommendations.
  18. Assessment of all properties, liaising with the Property Investment Unit and preparing recommendations for development, sale or other options;
  19. Submitting and receiving proposals for consideration of development of each appropriate property;
  20. Regular, frequent visits to ALL properties on a rotation basis and in liaison with the Sessions of the area and providing updates
  21. Supervision/project management of ongoing works
  22. Any other activities or tasks mandated by the Synodical Council

REQUIREMENTS

Education & Experience

  • Relevant Qualifications in Business, Law, Land Administration, Procurement,
  • Project/Facilities Management or equivalent experience in field
  • Having a Christ like disposition and being a Presbyterian in good standing would
  • be an asset.
  • experience in real estate and management are desirable assets.

Knowledge, Skills and Abilities

  • A successful Property Manager will possess strong organizational, time management, and communication skills.
  • They would be detail-oriented team players with the ability to meet deadlines.
  • Some knowledge of project management tools and techniques.
  • Competency in MS Office and relevant databases and software
  • Being a Presbyterian in good standing would be an asset.
  • Ability to communicate effectively both orally and in writing.
  • Ability to interact positively with members of the public and external stakeholders.

  • Ability to exercise good judgment and a sound understanding of conflict management and dispute resolution.

Schedule: Full-time position, minimum 40 hours per week, flexible as needed.
Required to be mobile to visit sites around the country and train personnel as necessary.
Having your own car would be a distinct advantage.

PCTT OVERVIEW

The Presbyterian Church of Trinidad and Tobago (PCTT) adopts and adapts ideas of church governance outlined in the mid-sixteenth century by John Calvin. The PCTT has
108 congregations. The church maintains 72 Presbyterian primary schools, 5 Presbyterian
secondary schools, 3 Early Childhood Centers and a Tertiary Level Theological College.
In 2007 by the ‘Presbyterian Church of Trinidad and Tobago (Incorporation) Act, 2007”
(Act No. 29 of 2007), the Presbyterian Church of Trinidad and Tobago was formally
incorporated by statute passed by the Parliament of the Republic of Trinidad and Tobago
and assented to on September 28, 2007. This Act included a listing oft he various properties
under the purview of the PCTT. Furthermore, there are other properties leased to the
Church under Caroni 1975 Ltd, vacant parcels of land, cemeteries, church halls, manses,
commercial buildings, etc. Among the functions of the Church that are declared is the
requirement to “generally utilize the resources of the Church and do anything necessary as
the Synod may direct for the attainment of the aims, objects, and missions of the Church.”
